The data problem to fix first

The daily missed-payments report can't drive this process yet. It labels each miss using the sequence number printed on the invoice — invoice 12 of a plan becomes "12th miss" — which is not the same thing at all.

The escalation ladder is keyed off a number that is wrong 62% of the time. It is wrong in both directions — first-time missers get chased like chronic debtors, and people ten payments behind get a gentle nudge. The report also reads only the first 6,000 invoices per account; Boston alone holds 32,343, so each customer's history is truncated before the label is even calculated.

Both are one change to a single script. Once fixed, the daily report can carry the true miss number and the decline reason side by side, and the team gets a routed call list each morning instead of a flat chase list.
